Appointing the wrong cabling subcontractor costs more than a cheap quote saves — remedial testing, snagging at PC, and a client who cannot commission on day one. For M&E contractors, fit-out specialists and IT integrators, the evaluation should focus on supply-chain fit, not just price per point.
1. Confirm they work as a subcontractor — not around you
A credible data cabling subcontractor attends under your RAMS, inductions and site rules. They do not contact your client directly or bypass your programme. Ask:
- Will all site communication run through our package lead?
- Can you deliver labour-only, supply and install, or phased packages?
- Do you white-label handover packs for our brand?

2. Verify installer qualifications
UK data cabling installers should hold appropriate cards for the environment:
- ECS Network Infrastructure (or equivalent datacomms qualification)
- CSCS where the principal contractor requires it
- IPAF / PASMA if overhead containment or MEWPs are in scope
Manufacturer training (Excel, Commscope, etc.) supports warranty compliance but does not replace independent link certification.
3. Insist on calibrated certification — not just wiremap
Every new link should be tested with a Level III / DSX-class instrument. Accept only:
- PDF certification per outlet ID
- Pass/fail against ISO/IEC 11801 (or your specified TIA standard)
- Fibre OTDR or OLTS traces where backbone is in scope

4. Review handover documentation before award
Top-tier partners deliver:
- As-built outlet schedules aligned to floor plans
- Patch panel and rack labelling (TIA-606-B where specified)
- Test database matching physical labels
- Method statements and RAMS suitable for your portal

5. Match capability to programme risk

6. Check insurance and CIS status
For UK subcontract packages, confirm:
- Public liability (adequate for your project value)
- Employers liability
- CIS registration where payment rules apply
